Can you apply face tracking to pre-recorded video from your iPhone 11 with ARKit? What format would you need to record? I assume you’d need the depth data from your camera as well.

No, ARKit is not capable of using pre-recorded video for face tracking. ARKit requires leveraging data from the built-in front-facing camera, and is (at least of writing this) only capable of doing so in real-time. It can not be fed video files to perform such functionality with. You should file a Feedback Report with Apple if that is a feature that would interest you.
