Can't debug iOS 10.3 with Safari 14.0.1 or Safari Technology Release 114 (Safari 14.1, WebKit 15611.1.1.3) Preview

I have an issue with Safari 14.0.1 on Catalina 10.15.6, I can't debug with Safari dev tools a mobile app built with Xcode 想
The build command has debug flag mode.
Xcode built an app for iPhoneSE with iOS 10.3 (simulator).

In Safari, when I click on Develop -- iphoneSE --> enable Web inspector on Device.

I turn on the Web Inspector on iphoneSE safari setting.But Safari on Mac Develop -- iphoneSE --> still enable Web inspector on Device.
Having the same problem for iPhone 5 / iOS 10.3.4 / macOS 10.15.7 / Safari Desktop 14.0.

What is interesting is that when I go to iOS Settings → Safari → Advanced and toggle ‘Web Inspector’ off and on again, the Develop → iPhone menu in Safari Desktop briefly changes to ‘No Inspectable Applications’ and then goes back to ‘Enable Web Inspector on Device’. All this looks like a connectivity / broken contract bug.

All this is quite a shame as it leaves no options to debug a broken website on a legacy device with iOS 10 🤔

I'm also trying to Debug a website on on iPad 10.3.4, in portrait mode, and getting the same exact messaging as in post #1 above. I've toggled the Web Inspector for Safari multiple times, restarted the device multiple times, both cable connected and not, restarted Safari on the Desktop multiple times. Nothing changes, still getting ‘No Inspectable Applications’ and then goes back to ‘Enable Web Inspector on Device’.

Have to assume this is not compatible software: iPad 10.3.4 to Laptop 11.7

So nice to waste a huge amount of time.

So, Apple, is this software too old? How about providing an intelligent message in the Develop menu, like "Software version not compatible", or such?
