I sent two applications and all countries were selected for the availability of the application, but when the customer tries to install one of these applications in the state of Saudi Arabia, a message appears to him:
"The application is not currently available in your country or region"
Although it is from the country chosen for the availability of the application

You have declared that app should sell everywhere.

My guess: there may be some local rule that make it unaccessible from certain states through a filter to the appstore.
