Aren't iOS 14.6 simulators available??

I have downloaded Xcode 12.5 and Xcode 13 Beta. There are no simulators for ios 14.6 in either. In Xcode 13 Beta there is even a simulator for ios 15.

where can I download Xcode 14.6 simulators from?

There is no iOS 14.6 simulator. You can use the iOS 14.5 simulator, and also test directly on a device with iOS 14.6 using Xcode 12.5.

There is no iOS 14.6 simulator. You can use the iOS 14.5 simulator, and also test directly on a device with iOS 14.6 using Xcode 12.5.
