Usually I could run some apps from out of app store just by setting the "trust the app" button in settings before IPadOS15, but after being updated to IPadOS15 beta, I can't find the setting, so I just see always "can't open the unidentified developers app" warning repeatedly.
How can I solve it??

is there anything in Settings -> General -> VPN & Device Management?
Your error message sounds slightly different than the error I recall getting, but check under the top level CaptureSample Project on the Signing & Capabilities tab that the "Team" dropdown has your developer Account selected. Mine had not been by default that threw an error about credentials.
