Unique CSR, or CER, per client for MDM product?

I have some questions about how to set up our MDM product for our clients to use.

My first question is: with our MDM product, which will have different installations for different clients, does each installation of our product need a different CSR and CER?

Can we have a central MDM server that is pre-generating the venderCertRequests for each deployed version of our MDM product?
