What are "Login Items Added by Apps" in Ventura?

In the General system settings panel in Ventura, under Login Items, there are 2 sections: "Add Login Items", and "Login Items Added by Apps". What is this second category, and where can I find more about how to create such login items?

To be clear, this list isn’t a list of active login item but rather a list of allowed login items. See this post for an illustration of that point.

Thanks. For posterity I'll note that in the release version of Ventura, this section (if present) is apparently titled "Allow in Background", which is not any clearer IMHO. But the WWDC session seems to indicate that this list is for launch agents and daemons, whereas plain old apps that run at login, background-only or not, are in the upper list.

The first list is equivalent to the login item list on previous of macOS. It’s directly under the user’s control.

The second list is for programs that are managed by apps, installers, and other software. This includes Service Management login items and launchd daemons and agents. These are not directly under the user’s control; the user enables and disables them using the associated software. This UI makes the list of such programs visible to the user for the first time and allows the user to specifically prevent such programs from running.
