I would like for my notes application to automatically open every time I put in my passcode and open my phone.

While there's no mechanism for you to automatically launch an app when you unlock your device, you can have an app open under a variety of other conditions, such as time of day, when the alarm goes off or is stopped, when you arrive or leave a location, and more, by using personal automation in Shortcuts.

You can also add a widget to your Lock Screen. Widgets can provide information at a glance, and also launch the app associated with the widget. Read Personalize your iPhone Lock Screen for information.
