How do you pay out users who received tips via in-app purchases?

In my app users will be able to tip each other with in-app purchases.

How are you then supposed to pay out the users who were tipped their tips? I assume those tips would first enter the developer account but how do we then distribute that money back to the user who was tipped? Does the App Store act as a payment processor?

I doubt this is possible in any practical way. Have you seen any other apps that do this?

Have you considered how to comply with money laundering regulations around the world?

I believe you're expected to not do it. This is not a viable business model for an app. (IMO.)
