Development Assets sub-folder not excluded from release bundle

Are sub-folders and their content supposed to be excluded from the release archive? Our CI is failing due to the IncludedFile having a dependency on the ExcludedFile from the screenshot. If we move it out of the Subfolder, the archive succeeds.
