How are existing app users impacted when minimum supported version is bumped ?

If we release our app to support iOS 13+ to the store, then later publish an update to support iOS 15+ (i.e. update the minimum supported version from iOS 13 to iOS 15), what will happen to the following customers :

  1. Existing iOS 13/14 customers who already had the app installed
  2. iOS 13/14 customers who are trying to download the app for the first time

The App Store has a feature that allows users to download the most recent supported version. So I think in answer to your question (1) they can re-download the old version of the app when necessary, (2) they can't purchase it.
