Location Push Service Extension

I've been waiting since November for a response from Apple about my Location Push Service Extension entitlement request. I submitted two requests, got confirmation they were received, but no updates since. Does anyone know how to escalate this? The help center says they can't assist =(

"I have submitted it 5 months ago, but there has been no reply or result."

This is no longer starting from iOS 16 i believe, it should already be selectable on the portal, I had submitted a request for this however this was apple's response. Can confirm it is valid since it worked for my project.
