My Developer Account is Locked

Hello, My developer account was closed last week. In a conversation with Apple support, I was informed that the account was closed due to “inactivity”, but the account has always been in regular use and I was preparing to release an app last week.

Now all my work is at a standstill because the account is “Acount Holder” and Apple Turkey Support team states that this account will never be reopened and that there is no support service for Developer account in Turkey. I asked for support for the Developer account globally, but they couldn't find it either.

What can I do about this? My account was not inactive and I was constantly testing my apps via testflight and I submitted the latest version last week. Which department should I contact?

I've been trying to get an app approved for months and months, and I always get a completely rotten, different response from support each time. They don't know how to help me and keep inventing solutions. I'm truly surprised that Apple's IT support is so bad. Maybe an English-speaking technician can help me? I created a business account as Apple requested. And I created an account in the names of the company's directors. But every time we try to pay, all the cards are systematically declined, even though the cards have no problems and are funded (Visa and Mastercard). Online, it's declined, and via the developer app, they say that this account can't pay via the app. I constantly re-enroll, hoping that will unblock the payments, but it's always declined, without explanation. Honestly, this is the worst customer support I've ever experienced. and I'm stuck because of their incompetence in helping me. I think they are people with low salaries who don't care about their customers.

A similar situation has happened to me, recently XCode has been logging me out of my developer account, so a couple weeks ago I created a new password, and all good, after a an oauth check it worked... I went on vacation and forgot my password so i reset it again, after an oauth check with my phone number i got this response that said my account was under review, and would take 24 hours. Then I got an email saying it was declined, so i submitted and activation lock reset, which asked me for my serial numbers and my device EMEIs, when I received this they did not offer any solution for my developer account but how to reset my device.

Apparently, there's no way to do this, it's permanent, unfortunately my profiles and our voip certs are connected to this account. And, today i was suppose to submit a build to TestFlight?

Why is this process a dead end? Howe am i suppose to continue my work, since this account is connected to my company email, my employer wants it to remain active. I am the single person who is in charge of submitting oru applications.
