Same problem for us.
Our previous version had AdMob and NSUserTrackingUsageDescription. We removed both in the new version, but App Store Connect still blocks setting Device ID to "not used for tracking" because the old version is live. App Review rejects the new version under 5.1.2(i) for the same reason, so we are stuck in a loop. We have filed an appeal.
Did anyone here get out of this? An appeal, a support call, anything that worked?
