I created new APNS key, when i clicked on download, this is the error am getting:
Download Failed Auth Key can only be downloaded once. This auth key has already been downloaded.
I dont have any key before and i have not downloaded the key before, it just a new key, i just created.
Please this is affecting the release of our client app, and the client is having negative thought concern our service not knowing it from you guys.
i had the same issue try using a VPN that is in the USA
I got exactly the same issue yesterday and already sent an email to Apple Developer Support. I’m currently waiting for their response.
We are suspecting this issue being triggered by certain plugins or conditions. A fix has been deployed to counter it, so if you were still having this issue with or without a VPN, please give it another try.

I am also having same issue. Unable to download new Key. Tried almost all the solutions proposed by awesome community around the world. Please fix it at priority.
EDIT: after enabling VPN and setting my location to US it worked
I am having the same issue, key is not downloadable immediately after being created.
I tried different browsers, devices, internet connections. It just does not work.
