Why does entering recovery mode options in a 26/27 VM take ~1m?

For some strange reason entering recovery mode options in a 26/27 VM takes 1m, compared to ~10s on < 26 VMs. Any idea where this delay is coming from? I do not observe the same delay on real HW for 26/27. Thanks!
