In domain capture, could you include the option to manually send invitations to users before running the domain capture process for the entire domain? Currently, I see that the option exists, but only for marketing-related accounts.

By 'sending invitations', are you referring to the notifications users receive when initiating domain capture to either update their Apple Account or transfer to a Managed Account?
I'd also like to clarify what you mean when you mention 'marketing-related accounts'. Is this in reference to the list of unmanaged Apple Accounts you can download before initiating Domain Capture?
