Can you comment if anything of the happy eyeballs version 3 IETF draft ( https://datatracker.ietf.org/doc/draft-ietf-happy-happyeyeballs-v3/ ) is in the 27 version of OSes?

Network.framework is actively engaged in the development of Happy Eyeballs v3, as that's the layer that implements connection establishment racing.

In the iOS/macOS 27 and aligned releases, the handling of SVCB-priority with regards to address sorting is improved. This makes sure that the sorting of address families doesn't cross SVCB priority levels, and makes sure addresses are sorted by family within the priority levels.
