I did well on iOS a decade ago. So - no foundation models for me?

I had a great run in the first decade of iOS development. Not so much since.

I had 180k downloaded units in the last year - but I'm excluded from foundation models because I did well before 2015.

That seems like an odd policy. Apart from anything else - it explicitly punishes long-term accounts...

As @rickystone mentioned, using the on-device Foundation Models (SystemLanguageModel) doesn't have any limit, but the access to Apple's Private Cloud Compute (PCC) is only available to developers who meet some criteria, as detailed in Accessing Private Cloud Compute.

In the case where your app has more than 2 million first-time app downloads in long time span, and hence has no access to PCC, I’d suggest that you file a feedback report – If you do so, please share your report ID here for folks to track. Thanks.

Do you mean the Private Cloud Compute side of things because as far as I know anyone can use the on device Foundation Models?

These restrictions really need to be rethought. They exclude a lot of developers that have a long history on the App Store based on success that happened a long time ago. These are some of the App Store's biggest, longest-term supporters. The restrictions are so arbitrary and, honestly, disrespectful to 3rd party developers.
