My Apple Developer Program enrollment was blocked after switching devices during identity verification. I only want to register one account.

Hello,

I am an independent developer from China, and I am seeking advice regarding my Apple Developer Program enrollment.

I only want to register one Apple Developer account using my own Apple ID.

Unfortunately, I made a mistake during the enrollment process.

While enrolling through the Apple Developer app, my first iPhone could not complete the payment. I mistakenly believed that switching to another iPhone would simply allow me to continue the enrollment.

After submitting my application from the second device, my account was immediately blocked with an identity verification issue.

I contacted Apple Developer Support, and they restored my account once.

However, because the payment issue on my first device had not been resolved, I again attempted enrollment from the second device.

Immediately after submitting, my account was blocked again.

Since then, I have received the following response from Apple:

"For one or more reasons, we are unable to continue processing your Apple Developer Program enrollment."

I completely understand that switching devices may have triggered Apple's automated security system, but I was not attempting to create multiple accounts or bypass any policies.

I simply wanted to complete the enrollment for one developer account.

I also own a company and even considered enrolling as an organization, but I was informed that organization enrollment also requires identity verification.

At this point, I feel stuck because I cannot complete enrollment in any way.

Has anyone experienced a similar situation?

Has anyone successfully requested a manual review after an automated identity verification block?

Any suggestions would be greatly appreciated.
