Failed to notarize a "distribution" pkg
I believe that this is related to the post https://developer.apple.com/forums/thread/790880. I essentially have the same problem that they did. I submit my Distribution PKG for notarization but the notarization fails and when I attempt to install the PKG user the UI I get a "External component packages (3) trustLevel=0 (trust evaluation failed; treating as invalid due to higher trust level for parent product archive)" However if I install using "sudo installer -verboseR -pkg ConcealDistribution.pkg -target /" everything works as expected. The difference between me and the other post is that when I expand my PKG using pkgutil --expand I do not have a Resources folder within my top level distribution. Then I am attempting to sign and notarize the outer PKG and that is where the problems pop up. Additionally I'm not sure when this stopped working as I expected but just a few months ago I was able to do this exact same process and install with the UI and have it work.

Unable To Perform Stapler Process
I am facing an issue while trying to staple a notarization ticket to my signed macOS installer package. Details of my setup: The .pkg file is signed using my Developer ID Installer certificate. The app inside the package is signed using my Developer ID Application certificate. Notarization via xcrun notarytool completes successfully with status: Accepted. However, the stapler command fails with the following error: xcrun stapler staple -v /Users/mac-test/Desktop/IPMPlus_Arm_Installer_signed.pkg Processing: /Users/mac-test/Desktop/IPMPlus_Arm_Installer_signed.pkg Could not validate ticket for /Users/mac-test/Desktop/IPMPlus_Arm_Installer_signed.pkg The staple and validate action failed! Error 65. I verified that all other Apple notarization-related servers (api.apple-cloudkit.com, gs.apple.com, ocsp.apple.com, ocsp2.apple.com, crl.apple.com, developer.apple.com) are reachable. However, the domain cdn-apple-cloudkit.apple.com cannot be resolved from any network, including mobile or public Wi-Fi. Both dig and nslookup return “No answer” even when using external DNS servers like 8.8.8.8 or 1.1.1.1. It appears that cdn-apple-cloudkit.apple.com might be required during the stapler validation process, but the DNS for this domain is not resolving. Could you please confirm whether this CDN endpoint is required for stapling, and if there is currently an outage or configuration issue with cdn-apple-cloudkit.apple.com?

Developer ID Notary Service - Outage
I’m unable to notarize the executable and the .app — the status has been showing “In Progress” for over an hour. Upon checking the xcrun logs, it indicates that the submission ID was not received. I also noticed there’s an Apple Developer Service outage reported since October 8, 2025. Could you please let me know when this outage is expected to be resolved? It would be very helpful.

App Notarization stuck “In Progress” for 4+ days — possible due to Notarization service outage?
Hi everyone, My app notarization has been stuck in the “In Progress” state for the past 4 days. Here are the details: createdDate: 2025-10-12T07:56:46.228Z id: 8f8c9a33-1c72-489e-a189-74c797a12fbc name: DevScribe.zip status: In Progress I checked the Apple System Status page and noticed that the Developer Notarization service has been showing an outage since October 8th. Could this ongoing outage be the reason my notarization is stuck? Is anyone else experiencing the same issue? Any guidance or workaround would be greatly appreciated.

Notary Tool credentials failing to stay persistently in the keychain
The problem is the following: We create a keychain item called NotaryTool (There are multiple accounts that use Notary tool and we created it for all of them ) This is created in the following way: $ xcrun notarytool store-credentials This process stores your credentials securely in the Keychain. You reference these credentials later using a profile name. Profile name: NotaryTool We recommend using App Store Connect API keys for authentication. If you'd like to authenticate with an Apple ID and app-specific password instead, leave this unspecified. Path to App Store Connect API private key: //AuthKey_ABCDEFGH.p8 App Store Connect API Key ID: <ABCDEFGH> App Store Connect API Issuer ID: ABCDEF-ABCD-1234-1234-1234567 Validating your credentials... Success. Credentials validated. Credentials saved to Keychain. To use them, specify `--keychain-profile "NotaryTool"` The key is downloaded from Apple and some other IDs are provided alongside. These should remain in the keychain for as long as the user process is running (just like any other process) A few runs are successful when we run with the profile that was created. After a few runs we start seeing a failure. Notarization Stuck "In Progress"
Hello Colleagues, We have been seeing a delay in our Apple notarization submission that hangs for hours "in progress" without completing: This issue has been occurring since Friday, October 17th. We have also checked the Apple System Status page and there is no indication of any outage for Apple notarization.

Notarization queue stuck — all submissions remain “In Progress” after assisting another team
Hello Quinn and Apple Developer Support, We are encountering an issue where our notarization queue appears to be stuck, and we would greatly appreciate your help. A few days ago, we assisted another team by submitting their app for notarization using our own Apple Developer account, because their own notarization attempts were getting stuck. However, the submission we made for them under our account has now been stuck in the “In Progress” state for about 5 days. Later, their own submission (using their account) was rejected after 2–3 days, but our submission for them (under our account) has never completed. Since then, all our subsequent notarization requests have also remained “In Progress”, which strongly suggests that the stuck submission is blocking our entire notarization queue. Notarization stuck on “In Progress” for hours
Hi everyone, I’m trying to notarize a macOS app for direct distribution in Xcode. The upload finished, but the notarization has been stuck on “In Progress” for hours. I’m not getting any emails or errors, and the status log in Organizer only shows the same “In Progress” message without any extra details. I tried reopening Organizer and creating a new archive, but it always ends up in the same state. Is this normal, or is there something I should check on my side? Any help would be appreciated. Hi Team, i'm running into same issue with notarization time. I create new, small app for a customer but however the notarization is running since this morning, so almost a few hours. This isn't normal or ? Is there anything what i can do ? Best regard, Lars

Error 7000 "Team is not yet configured for notarization" - Cannot notarize any apps
Error 7000 "Team is not yet configured for notarization" - Cannot notarize any apps I'm trying to notarize macOS apps for Developer ID distribution and consistently getting error 7000 on every submission. Error Details: { "status": "Rejected", "statusSummary": "Team is not yet configured for notarization. Please contact Developer Programs Support at developer.apple.com under the topic Development and Technical / Other Development or Technical Questions.", "statusCode": 7000 } What I've tried: Completed enrollment verification Created new App Store Connect API key with Admin access Created fresh App-Specific Password Submitted via both API key and App-Specific Password authentication All submissions are accepted and uploaded successfully, but after processing they're rejected with error 7000 Technical Details: Active Developer ID Application certificate Hardened runtime enabled Apps are properly code-signed (codesign -vvv passes) Behavior: Over 15 submissions since December 2nd - ALL rejected with the same error 7000. The submissions upload successfully and show "In Progress" for extended periods (sometimes hours) before eventually being rejected. Questions: Has anyone encountered error 7000 and resolved it? What was the fix? Are there any account settings or agreements required specifically for notarization that aren't obvious in the developer portal? Should I contact Apple Developer Support directly, or is there a self-service solution? Any guidance would be greatly appreciated.

Renaming notarized ZIP packages
Dear support team, is it possible to rename a notarized ZIP package and not to loose the notarized status? One of our ZIP package contains resources and binaries which are code signed. The archive itself is accepted after submitting and uploading during the notarization process (online notarization). Unfortunately, the ZIP cannot be stapled (offline verification). So, is the filename part of the notarized ZIP package or can a ZIP package be renamed? Best regards, Stefan

Application has stopped verifying
We package a nightly build of our application for distribution. About 1 month ago, this package has started showing the "Apple could not verify 'Application' is free of malware" message. This only happens to our development branch package. Notarization taking forever
I am submitting .dmg notarization requests from Sequoia 15.7.3 using xcrun submit. My developer certificate was created in the last two weeks and is valid. I have had some successful notarizations already so I know that my configuration is correct. However, for the last 48 hours all of my submissions are stuck at 'in progress'. Is there an issue with the notarization service on Apple's side?

xcrun notarytool submit going on 48 hours "In Progress"
I've submitted my app four times, each time waiting a few hours for something to happen, then reducing the file size of my *.dmg and trying again. The first two seemed to have completed after 36 hours, but I no longer have that specific signed binary (and its a much smaller binary now anyway). The latest two are still "In Progress" and its almost been 48 hours. I know my process isn't wrong, and my app isn't somehow incorrectly built or being denied because two were accepted. The outage page shows green for the notary tool (https://developer.apple.com/system-status/) so I'm not sure what the hold up is.

Notarization is taking forever
I have recently enrolled in the Apple Developer to get my app notarized, and submitted an Archive for notarization, but it is taking forever. It has almost been a whole day, but the status is still in progress, whereas I have seen other developers say that the same takes 10-15 mins to an hour for them. Am I doing anything wrong? Please guide me through this.

Component package and notarization of helper executables
Hello, we have a product package which is structured like this: / Installer.pkg / Distribution / Main Component.pkg / Scripts / preinstall / postinstall / helper [ Mach-O executable ] / Payload / Application Bundle.app / Another Component.pkg ... The helper is our custom CLI helper tool which we build and sign and plan to use it in pre/post install scripts. I'd like to ask if we need to independently notarize and staple the helper executable or just the top level pkg notarization is sufficient in this case? We already independently notarize and staple the Application Bundle.app so it has ticket attached. But that's because of customers who often rip-open the package and pick only the bundle. We don't plan to have helper executable used outside of installation process. Thank you, o/

Application hanging indefinitely after successful notarization
Hi, I have an app built in Unity that I am trying to sign an notarize for distribution. I can successfully codesign the app and it runs properly. But after successfully notarizing the app, the app stops opening. My process is as follows: # codesign the app. omitting "--deep" "--option runtime" or both will result in notarization failing codesign --force --deep --verify --verbose --option runtime --sign "Developer ID Application: ORG NAME (ZZZZZZZZZ)" path/to/app.app # create notarization submission zip /usr/bin/ditto -c -k --keepParent path/to/app.app path/to/app.zip # submit for notarization xcrun notarytool submit --wait path/to/app.zip -v --apple-id apple@id.com --password "aaaa-aaaa-aaaa-aaaa" --team-id "ZZZZZZZZZ" Notarization seems to succeed. Running: spctl -a -vvv -t install path/to/app.app -returns: path/to/app.app: accepted source=Notarized Developer ID origin=Developer ID Application: JOHN DOE (ZZZZZZZZZ) The Problem: Before code signature, the app runs normally After code signature, the app runs normally After notarization, the app hangs indefinitely on opening. It stays in the Dock until force quit. The app does not create its main window. There are no Gatekeeper warnings or pop-up windows. Additional Information: The second time I attempt to open the application I get a pop-up warning me that the app was force-quit while opening windows. This happens whether or not I have used xcrun stapler to staple the notarization to the app This happens whether I run the app from the terminal, by double clicking on the .app package, or by running the Unix Executable within Contents/MacOS/ Any idea how I can debug this and figure out what's going wrong? Any help would be greatly appreciated.
