Apologies, I haven't read the entire thread of 5 pages . I while back I had issue with installing EAP-TLS certs on my iphone for connecting to the wifi. I just setup a new iphone 16 on my wifi and figured i would write down the steps in case it helps someone out. create PFX and email it to iphone, I used the gmail app to receive it. save the file to the iphone find the file, click on it. It will tell you to "Review the profile in the settings app". click close. go to settings, below the section about iCloud at the top, an item appeared called "Profile Downloaded" added to the menu, click on it. Now you should be able to install the cert. In settings go to "VPN and Device Management" (for some reason) and you will see the certs in there under configuration profile. Hope that helps someone out, I couldn't remember how I did this on my 14pro like 12 months ago, I remember it being really confusing compared to how it used to be done... Apologies if this has already been covered, only took me 5 mins to write this up.
