Hello David, I had a similar issue when using sandbox user as the user of the iPhone. For me the fix was using sandbox user only in Settings->App Store-> Sandbox account, while the iPhone user (Settings->Apple ID) was a regular (not sandbox) user.

The same here with Xcode 13.2.1. Please take care of this - it is a serious impediment!
