Have you found a solution? I am facing the same with iPhone 13 and 14 on iOS 17, iOS 16.X devices are completely fin though.

Seems the "Add Profile" Button is Useless. Here is the workaround I found. Open any of the ALREADY exiting profiles and CLONE them into a new one, then edit that one.
