Same Code=2, but team-level. On team Q2UJCHMHJ7, TWO App IDs (including a brand-new one) both fail, and Apple's own WeatherKit sample fails too when signed with my team — so it's not my code. Entitlement confirmed in the signed binary; WeatherKit enabled on the App ID; membership active; reproduced on cellular. Looks like a stuck server-side WeatherKit registration for the whole team.
