You might want to look at WeatherAPI https://www.weatherapi.com/pricing.aspx and CustomWeather https://clients.customweather.com/E-Commerce/#/subscriptions. I think CustomWeather was offering a Darksky replacement pricing option at one point but you'd have to contact them to find out about current pricing if you were interested.
