I found the solution to turn off Siri so that it is not listening and will not respond to “hey Siri”. Settings select “Siri” Select “Listen for” Select “Off”

I cannot turn off Siri to this day. iPhone 15 (current model). Fully updated. This is a huge privacy concern for me.
