Same issue but it started months after my upgrade to Big Sur. The workaround of opening Finder with a sudo command works. Creating a new admin user opens Finder without issue but my main account remains unable to use Finder. Deleting com.apple.finder.plist files does not fix the issue.

Gave up and transferred my files to a new user account. Working just fine now.
