I have reproduced this exact bug on mainland China iPadOS 27 Public Beta as well. Plain spelling "cafe" has overwhelming usage frequency and outweighs accented "café" in Siri’s language model. Combined with strict exact string matching in App Intents which does not normalize diacritic marks, the shortcut named café cannot be triggered when I simply say "cafe".
