I submitted 2 requests, one LLC to review the Universal Distribution profile not getting the entitlement despite being granted/selected on App ID. One for the Inc to request the Entitlements for the other App IDs. Note: The UD profile does not carry DriverKit entitlements, as mentioned above, but I did the ad-hoc test and that profile (made with the same ID), does. So it's something specific to UD that is the issue potentially. That is included in the support request. thank you for the help!
