I've called a support number, but they told me they have nothing to do with the department that reviews apps. I'm also facing the same issue, they have me waiting for over 2 months now when i want to convert my account from personal to organization. I started to talk with someone via email and before you know it, they just went MI8. No reply, no response. This isn't very professional from a trillion dollar company.
