Some day, in-app purchases will be able to use real money. Unfortunately, they're still stuck in a sea of various government tokens.

I'm currently trying to solve this exact issue -- just as the OP described it (circa Xcode 13.2.1).

This has been fixed in Xcode 13.2.

Same device, same Xcode, same OSs... same issue

I've been experiencing this issue for a number of years. Still haven't discovered a cause or solution.
