I'm having this same exact issue! Bought a refurbished iPad Mini A17 Pro, and when I connected my hardware keyboard to it, there's no shortcuts bar! This persists even after toggling all the relevant settings with and without the hardware keyboard connected, and has persisted through the update to iPadOS 27.
