I have the same issue today. There are Javascript errors on the webpage with buttons. I suspect that is the reason for buttons not working. I managed to get around the issue by going first to https://developer.apple.com/account/ then clicking on "App Store Connect" button, then "Go to App Store Connect" and that took me to the old page where i could click on the "My Apps" button.
