Any suggestions on what I should to try? Is this an Xcode bug? Is there a workaround?

I'm using Xcode 14.1 (14B47b). I even restarted the project using this version in case something got messed up.

I did add the Game Center entitlement. In particular, Game Center is enabled for the app id and in the project I added the Game Center capability. Interestingly, adding the Game Center capability to a project adds the Game Center entitlement to the project but not to the binary that is submitted to TestFlight. Is this intentional or a bug in Xcode?
