I recently face the same issue. After relaunching Xcode 5-10 times, it worked. Make sure you're also connected to a Wi-Fi network instead of a Personal Hotspot or other, especially if your files are saved on the cloud, like on iCloud. Make sure there are also no errors in your provisioning profiles or certificates.
