I did install Monterey Beta 5 on one of my MacBook Pro Machines sn C02R90KQG8WQ. After installing Monterey Beta 5 this problem seems to be resolved when running Xcode 12.5.1. I also installed Xcode 13 Beta 5 (13A5212g) and tested the problem. It appears to finally be fixed in this configuration.
