There was a change to the "Apple Developer Program License Agreement" that the account owner needed to agree to. You can check for that issue on your Developer Account page. After we fixed that, the Validation and Distribution worked. I saw this message: The program license agreement has been updated. Account Owner needs to accept the latest Apple Developer Program License Agreement for your team to continue integrating new technologies, submitting content to App Review, accessing Certificates, Identifiers and Profiles, and more.
