While it may have been fixed in 17.4, it has apparently regressed and is still happening in iOS 18.1 and 18.1.1. The page @seramotos included above (https://eurovot.com/vs.htm) shows the issue clearly. In my case, I was trying to use the magnifying glass emoji with VS15, which is not working.
