I've just been battling this, and it's perhap's worth re-iterating how important it is that the iphone is connected to the Mac via USB cable to have the best chance of success. I was lulled into a false sense of security because my Watch had previously been loading my App repeatedly without the phone. It was only by attaching my phone to my Mac (Mini M4) that the Watch re-appeared in the list of Targets.
