This issue is actually still persisting intermittently for me on 18.0, our QA team updated to 18.1 beta 4 and they are seeing this constantly. I've also submitted feedback under FB15502489

Edit: This workaround caused the issue you are facing in the live activity. Seems like its mainly caused by the frame modifier on the Text view. The workaround being the shared stack overflow post
