For those of you who still haven’t upgraded to the second beta, you can switch to a static single image wallpaper and the problem will be solved. At least it worked for me.

Same issue here with me on iOS 16.1 PB. I had to restart my iPhone and turn off the Search option in Home Screen settings to get my phone going again.
