Thanks for these details. Yes, in my case the issue is actually also intermittent but the actions of buttons in the horizontal scrollView can be barely recognized even under the portrait screen. The good news is that I can verify the issue has been resolved in the latest developer beta 6 or public beta 4 for my case.

Yes, exactly the same symptom with mine. Not sure if Apple has acknowledged FB24307724, it's still open and has no other responses but the good news is that I can verify this issue has been resolved in the latest developer beta 6 or public beta 4 that just released hours ago.
