This was happening to me and I found that when I went into my WiFi setting there were two VPNs and one was showing as on (I have Nord VPN on my phone but usually turn it on and off through the Nord app myself). I tried turning the VPN off in WiFi settings but it kept automatically connecting. When I deleted both of the VPNs from my WiFi settings screen all of my data started working again immediately.
