Update: after reading all the various “fixes” for this “failed to prepare update” problem and determining that most did not apply to my situation or did not fix, I decided to go for an off-the-wall solution. Reboot, turn Intego Anti-Virus real time scanner off, and went for the update Beta 3. Surprisingly, the update installed without issue. And for a bonus, the HFS+ mounting issue seems to be fixed.
