Right now MacOS 12.6.5 & Xcode 14.2 is the only combination, which works fine without simulator black screen and other problems. Hope apple fix this problem so I can update to MacOS Ventura. Hope this helps out.

The easiest solution is to downgrade to Monterey to eliminate the known problems. If you you seriously don’t need OSX Ventura I would downgrade because it seems like Apple doesn’t prioritize a fix in near future. I have much better programming experience without relaunching the simulator all the time.
