I have encountered same issue. Turn out is was because the new feature Vocal Shortcut is turn on. The issue was resolved when i turn the Vocal Shortcut off. Settings > Accessibility > Vocal Shortcuts, turn it off. Thought ios 18 messed up my phone but it was indeed just me trying to be tech savvy.
