I've got the same problem, been almost two weeks now. Tried contacting apple support but all I got was a case number. It's been a long time since the op started this thread, has anything worked for anyone? I really have to publish this app soon cause I'm losing money (I'm from Pakistan btw)

Same here, been trying for months. Why do they make this so difficult

Update: I clicked the enroll today button (which btw is not showing on the dev app) and I get: "Your apple id is already associated with the account holder of a membership"
