I initially submitted my app for review September 10 and it was quickly reviewed and rejected. As this was my first submission I was not surprised and fixed all things that were requested. September 22 I resubmitted and the app was in Waiting for Review status for 2 weeks with no new feedback. I reached out to apple support via email and received a response that the review was escalated. When nothing has changed by October 5 I took the submission down to reupload and resubmit. It has now been a week and the app is still sitting in Waiting for Review with no feedback and no changes. The prior email suggested I schedule an app review appointment. Every time I have tried there are no open appointments so that clearly is not a viable option. I went to the contact page on the developer.apple.com page and did the phone support option. I waited on hold for OVER 3 HOURS before someone answered, only to be told that app review and apple developer support does not have phone support and my best course of action was to schedule an app review appointment through the website which is still not possible to do. Are there ANY other avenues for escalation or do you just wait eternally hoping for the app to reach review?

I am extremely new to this so please bare with me. I am trying to enable push notifications for my app and understand that I need to go to Apple Developer account, go to Certificates, Identifiers & Profiles → Keys and create an Apple Push Notifications service (APNs) auth key. Download the .p8 file and copy its 10-character Key ID (Apple only lets you download it once). In other tutorials it shows that there should be multiple check box selections to choose APN when generating a key but my screen looks like this? Can anyone advise on what I am doing wrong?
