Now it's working. I deleted my account from XCODE and put it back in and it works. My Mac did ask me to log into the cloud, and once I'd done that, the problem seems to have gone away.

Same issue. I’ve restarted a few times. I’ve even installed Xcode 14.3 beta. No difference.
